the s&p decided to lower the credit rating from aaa to aa, after concluding the country will face difficulty getting its get under control. it follows the deal to extend the government's death -- debt zeal. >> the political brinksmanship was beyond our expectations. >> alan: s&p insists it had given plenty of warning they downgrade would come if congress and the obama administration did not produce a credible debt-cutting plan. the downgrade too have an immediate impact on interest rates, student loans, credit cards and mortgage rates could all go up. we're live in san francisco where we spoke with home buyers and sellers today. >> reporter: here's the potential domino effect here, because the s&p has downgraded the government's credit rating, it may now be that the government will have to pay more in its debt, and a hike in that

interest rate might affect consumer markets which is a big dial you're going to borrow a whole lot of money. >> a new home is typically the biggest purchase most americans ever make. that's why josh -- this couple played close attention to the news of the downgrade. they're in the market to buy a new home in san francisco and are sure how the downgrade will affect their plans. >> definitely a situation where if we wait too much longer, it could affect our monthly mortgage payment. >> and golden gate university professor says it's that kind of uncertainty that has the potential to rattle the economy. >> perception in general plays such an enormous factor in the market and plays a huge factor in cob summer done consumer confidence and spending and right now there's a strong perception there's a problem and that's going to feed heavily into a cutback on spending and further our economic woes.

>> bob evans is a real estate expert in san francisco, and says he got plenty of calls from potential home buyers concerned about the news. for those on the fence about purchasing a home, he says now is the time to get off the fence. >> i strongly urge buyers not sit around because if you're locked into an interest rate, you're locked in, which means they cannot raise you even if they raise the interest rates for everyone else. >> evans expects any hike in interest rates witness not happen immediately and could take a few months, but those affected will be buyers looking to buy a mid-to lower priced home. >> you can effect things seriously, particularly for those purchasers in the 800,000 and under bracket, where they require to get more favorable financing going through the fha. >> for these this couple, they may speed up their schedule to buy a home incase the downgrade affects interest rates. >> in this economy, people are already not qualifying to buy houses, and to have this happen is just making it worse in a

sense. >> reporter: and again, experts i talk to say they're not quite sure if or enwhen this will actually effect any interest rates, and the reason why, as you mentioned earlier, is because this has just never happen. the federal government has never had its credit rating downgraded. and so the experts i've talked to are simply making their best guess at this point. abc-7 news. >> alan: a standoff ended this afternoon when an armed parolee surrendered to police in san francisco's mission district. the man ran into a home on fullsome street after he assaulted his sister around noon. she is expected to be okay. the s.w.a.t. team moved in to capture the pa rollee but he snuck into a nearby home, evading police. >> we had people watching the police, and the guy had in fact, while we set up or perimeter, had gone into the next building,

climbed out a window, did some things, and then entered into these other folk''s residence here. >> police would not say exactly why the parolee was wanted. >> you may see more police officers patrolling the streets of oakland starting today. some of the 24 newly hired officers have hit the streets due to staff attrition and new funding. those officers received layoff notices last summer when the city was trying to close a budget deficit. they went through a beach re -- brief researcher course before joining other officers in the field. >> a nine-year-old boy hit by a truck after a giants game is still in critical condition tonight. ryan white was struck by a pickup truck blocks from at&t park thursday night. his family was visiting from philadelphia. a 21-year-old andrew allen vargas was arrested on suspicion of drunken driving and felony hit-and-run an hour after the accident. >> two days after that accident, san francisco police are

iranian official to speak out on their behalf. the final hearing was held last sunday and the court was expected to announce their verdict within one week. the man who calls himself the spam king has been indicted by a federal grand jury. the 40-year-old sanford wallace is accused of sending more than 27 million spam messages to facesbook users. he faces charged outlined in the indictment filed in san jose. if convicted he faces more than 40 years in prison. a o'will go mist group lighter is boycotting his sentencing hearing in texas. warren jeffs walked out on his sentencing in protest and is being held in another courtroom while the hearing continues. jeffs had been acting as his own lawyer but a standby counsel was ordered to sit in for him. he faces up to 119 years in prison after being convicted on two counts of sexually assaulting underage followers.

>> two men pleaded not guilty to arson charges to are wildfire that scorched 22 scare miles in san diego county. jeremy ortiz and jessy durbin are accused of starting the fire. 18 of the 2100 firefighters who battled the blaze were injured. >> another recall to tell you about tonight. fresh and easy neighborhood market is recalling its organic baby spinach because it could be contaminated with listeria. no illnesses have been reported but the company says it's taking precautions after one bag tested positive. the recalled products have the enjoy date of august 1st, and were sold in california, nevada, and arizona. still, nearly two years away, but the buildup for the america's cup is already going strong. a look at the world series in portugal when we return.

>> alan: about 1500 kids stocked up on back-to-school supplies thanks to the salvation army and community volunteers in san francisco. the students also enjoyed carnival games during the giveway in the south of market area. each child received a backpack filled with items like note books, pens, pencils, crayons and book. >> this is what is going to get them excited and ready to go. they come in, as you see, when they enter the building, level of excitement already happening. once they receive their backpack, they're thinking, i can't wait to go back to school now. >> alan: both the salvation army says the price of school supplies has risen 12% in just the past year. the america's cup is starting to get underway. with the america's cup world series in portugal.

the opening races were held today near the capitol of lisbon. new zealand led the pack with one point over sweden. while the oracle racing team from the bay area is in fourth place. the race continues tomorrow with a speed trial and a series of fleet races. today's event is a precursor to the 2013 america's cup here in san francisco. let's go to leigh glaser. we're hoping for a warmup soon. >> leigh: with been talking about the low clouds and fog near the coast. but inland, lots of sunshine and temperatures in the 80s. so comfortable readings this time of the year. our high definition cam race pointed towards mt. diablo there, and you can see plenty of sunshine, temperatures, inland locations, in the 80s. here's a look at highs for you. antioch, high of 88 today. 82 in concord. livermore, sunshine, 83. even 81 in san jose. string of 70s. oakland, 70 was your high. 79 was the high for redwood

city, and san francisco topped out at 64 degrees. in the city of san francisco right now, 58 with fog moving in. novato, 73. we have 83. inland and antioch, and mountain view right now, 70 degrees. here's a look at the weather highlights. we continue with fog and low clouds moving inland, mist and drizzle as well. a little change for sunday. so highs today were pretty much the same tomorrow. and then it looks like by mid-week next week, temperatures will start to warm up a little bit as our weather pattern will begin to change a bit. you can see the low clouds and fog greeted us this morning. well out towards the east bay. owl of this will be pushed back inland tonight so get ready for that once again. in fact, here's a look at our fog cam for you. by 11:00 tonight, interior east bay locations, 680, 580, should start to see overcast move inland, and tomorrow morning as you head out, temperatures will

be in the mid-to-upper 50s across much of the bay area. the culprit for the cooler than normal weekend this weekend is areas of low pressure you see in just off the coast. these will continue to bring in those low clouds inland. night and morning hours, and then, of course, all of that will burn back to the coast and we look for some mid-day to early afternoon clearing, especially in the east bay and that's where the temperatures will be the warmest. it looks like by mid-week these lows will kick out of here and the ridge of high pressure will build and that's when the weather pattern will change and that's when temperatures will return inland into the 90s. tomorrow, though, once the low clouds and fog burn back, terrific day. very comfortable. 79 for campbell. 78 for san jose. beaches will be foggy to start. maybe a little afternoon sun for half moon bay tomorrow. 62. 70s for the peninsula. palo alto, 75. 63, downtown san francisco.

in the north bay, temperatures very comfortable, in the 70s. santa rosa, 77. napa, 75. oakland tomorrow, you'll warm to 69. fremont, '5. interior east bay in the 80s. 84 for brentwood, concord, danville, and 72 tomorrow when the fog clears for santa cruz. here's a look at the seven-day forecast. a couple more days of temperatures below normal, and then by mid-week, wednesday, thursday, friday, that high builds in, the low clouds start to scour out a bit, so warmer numbers, 90s inland, 80s around the bay and 60s at the beaches. >> alan: i guess the giants are hoping that brawl might spark something. >> i think a lot of fans were hoping that would be the case. but thus far it's just not happening. when your offense is averaging three runs a game since the all-star break, you don't want to face the phillies pitching staff. on top of that, the giants bracing for suspensions for eli
